The haori and katana drop for anyone. The move scroll is marked for slayers who own Wind Breathing; a demon sees "Must be Slayer" next to it and cannot get it. Wind Hashira Saneri is a world event, so it appears on a timer rather than standing in place; the bosses page lists every other boss.

It is a move scroll that drops from The Wind Hashira Saneri at 5%. The boss marks it for slayers who own Wind Breathing, and it only drops once your earlier Wind moves are unlocked in the Skill Tree.
